BRIEF DESCRIPTION OF THE ORGANISATION
Administrative authority determined by territorial boundaries, on which a portion of population is located. The authority carries out:
- all the administrative functions (art118): a rule which can be waived exclusively in order to ensure its unitary management;
- regulatory jurisdiction: for organizing and carrying out the functions according to the competency limit.
In addiction, the Commune manages some services related to State competency, whereas the entitlement of the functions is carried out by the State, the management is carried out by the Mayor, legitimated by the Government.
